Mahama Abolishes E-Levy, Betting Tax, and Emissions Tax After Signing New Bills

President John Dramani Mahama has officially signed into law a series of bills abolishing the Electronic Transfer Levy (E-Levy), Betting Tax, and Emissions Tax, delivering on a key NDC campaign promise to ease the financial burden on Ghanaians.

The move follows the presentation of eight bills to Parliament on March 13, 2025, by Finance Minister Dr. Cassiel Ato Forson.

These bills included the Electronic Transfer Levy (Repeal) Bill, 2025, Emissions Levy (Repeal) Bill, 2025, and Income Tax (Amendment) Bill, 2025.

The E-Levy, introduced in 2022, charged 1% on mobile money and online payments, sparking nationwide opposition. Similarly, the 10% Betting Tax on gross gambling winnings was criticized by stakeholders in the gaming industry.

Ahead of the 2024 elections, Mahama pledged to repeal these taxes within 120 days of taking office. With his recent approval of the amended tax bills, his government has fulfilled that commitment.

This policy shift is expected to boost mobile money transactions, encourage digital payments, and bring relief to gamblers and businesses impacted by the levies.
