GoldBod Begins Licensing of Service Providers, Enforces New Directive on Foreign Participation in Local Gold Trade

The Ghana Gold Board (GoldBod) has commenced the licensing of service providers in the country’s gold trading sector, in a strategic move to streamline operations and ensure regulatory compliance.

This follows the Board’s reaffirmation of its directive that all foreigners must exit the local gold trading market by April 30, 2025.

In a press release dated April 23, 2025, GoldBod announced that Ghanaians aged 18 and above, or fully-owned Ghanaian companies, are now eligible to apply for licenses to operate within the gold trade. Applications can be submitted either online via www.goldbod.gov.gh or in person at the GoldBod head office in Accra.

Licenses currently available include:

  • Aggregator License
  • Self-financing Aggregator License
  • Buyer License (Tier 1 & Tier 2)

The Board also revealed that additional licenses — including Refining, Smelting, Fabrication, Storage, Transportation, and Importation Licenses — will be available from July 2025.

Meanwhile, GoldBod has reiterated its earlier directive requiring all foreign nationals to exit the local gold trading market by the end of April 2025. Any breach of this directive will be deemed a punishable offense under the Ghana GoldBod Act, 2025 (ACT 1140). Foreigners interested in participating in the sector may only do so by applying to off-take gold directly from GoldBod.

The Board has also emphasized that all gold trading must be conducted at the Bank of Ghana’s official reference rate, in line with efforts to sanitize the sector and optimize national economic benefits.
